User fee study reveals cost penalty for fuel-efficient trucks

The six-month truck pilot took place Oct. 1, 2018, to March 31, 2019, with over 50 trucks traveling more than 1.43 million miles across 27 states. Fleet management technology company EROAD, the Eastern Transportation Coalition’s technology and research partner, helped guide the design of the pilot and supplied its mileage-recording technology.

The results of the study help assess the multi-state mileage-based use fee (MBUF) as an alternative to raising federal diesel taxes and other approaches to funding transportation infrastructure.

One insight is the User fee study reveals cost penalty for fuel-efficient trucks. In other words, one rate for all trucks doesn’t work; truck type, age and operations make a difference. A second insight is that MBUF for commercial vehicles will require a more robust technology solution than offered by ELD functionalities alone.
