Speaker Bios

Joseph DeLorenzo
Director of the Office of Enforcement and Compliance, FMCSA

Joe DeLorenzo is the Director of the Office of Enforcement and Compliance for the Federal Motor Carrier Safety Administration (FMCSA). Mr. DeLorenzo is responsible for policy and program development for the Agency’s enforcement and compliance program, including oversight of the passenger carrier, household goods and hazardous materials programs for FMCSA.

Joe is a member of the management team at Headquarters and has provided training and education related to Commercial Motor Vehicle Safety and Security across North America, Europe and Asia. Prior to assuming his current position, he served as Director of FMCSA’s National Training Center, where he was responsible for a wide range of Commercial Vehicle Safety trainings for Federal, State and local law enforcement agencies in the areas of Commercial Motor Vehicle and Hazardous Materials Safety and Security, Criminal Interdiction and professional development.

He has been with FMCSA for over 25 years. Prior to joining the Headquarters’ team, he served in FMCSA’s field operations as an investigator, hazardous materials specialist and program manager holding several leadership positions at the Regional level.

Joe holds Bachelor’s degrees in Criminal Justice and Sociology, and a Master’s degree in Public Policy and Management.

Tom Moore, CTP
Sr. Vice President, National Private Truck Council

Tom Moore has a 30-year history with the private truck industry and joined NPTC on a full-time basis in 2007. Following graduation as a political science major from Wake Forest University, he joined the staff of the American Trucking Association working with the Private Carrier Conference.

He later became editor of the Private Carrier magazine and then executive director of the National Private Trucking Association, which merged with the Private Truck Council of America to become the National Private Truck Council in 1989.

Tom has held several key roles for NPTC, including managing director of the Private Fleet Management Institute, management of the Certified Transportation Professional program (he earned his CTP in 1997), author of training materials for NPTC and member of the NPTC staff leadership team.

Tom visits dozens of fleets each year in completion of NPTC benchmarking research and interviews for the NPTC Driver of the Year award.

Bill Reese
Director of COHMED Program, CVSA

Bill became a trooper with the Idaho State Police in 1986 and received his initial training to complete commercial motor vehicle inspections.

He has been closely involved with the safe transportation of hazardous materials since 1991. Bill is a former Level I and Level VI inspector and was a major and operations commander for the Idaho State Police, before joining CVSA staff in 2017 as director of COHMED program.

Bill served as 2014-2015 CVSA president and held many CVSA leadership positions during his tenure as a member, including Level VI program chair, COHMED program chair, chair of the election committee and chair of the finance committee. He has been an adjunct instructor for the Idaho State University Institute of Emergency Management, College of Western Idaho Law Enforcement Program, Texas A&M University Texas Engineering Extension Service and the Idaho Office of Emergency Management.

Bill is a graduate of the College of Southern Idaho Law Enforcement Program, Northwestern University School of Police Staff and Command, and the FBI National Academy.
