New Zealand RUC
New Zealand has operated a paper-based and manual Road User Charge (RUC) regime of weight, distance and location based charges for all heavy vehicles over 3.5 tonnes since 1970.
The New Zealand government approved the EROAD Eruc tolling system after an extensive testing and trial period. The EROAD OBU and system were required to meet a general criterion of ‘fit for purpose’ using performance based standards around accuracy, availability, reliability and security.
The New Zealand government has not incurred any development or operating costs, or borne any risks, associated with moving to an innovative Eruc regime. EROAD relies on voluntary take-up within the commercial transport industry who continue to have a choice of staying with the paper-based RUC system.
